The State for Youth or Youth for the State: Discourses of Youth Policy in the EU and Russia

The article is focused on youth politics in the UK, Germany, Finland, and Russia. Based a constructionist approach, we analyze rhetoric of policy, subjects problematization, as well image country future presented documents. empirical base 21 youth-policy documents (laws, state programs, strategies) United Kingdom, analysis normative showed that discourse policies European Union dominated by entitlement, motifs are equality opportunity access, rights, independence, empowerment, sustainable development society, participation, citizenship. Russian policy distinguished idiom ‘unreason’. main traditional values, education, patriotism. youth-policies, which emphasize rights opportunities youth, oriented toward support young people, while “state-centric”, to country.
